Generally, we use HIGH when measuring from bottom to top. TALL is used about people. TALL is also used to describe something high and narrow (for e.g. a tree). We use HIGH when talking about something greater, than normal, or extreme (for e.g. high boots, high heels, high neck). As a rule we use TALL when talking about specified hight.
